In those days paying nearly 30mil meant you had to be consistent...which he did not do sadly :( Nowadays equivalent of 70mil+ Pepe, Arrizabalaga, Maguire, etc etc there's certain expectations when you spend that much on someone. Also remember during that time United started to concede goals, had a severe loss of form in the Premier League, including several home game losses and it kinda coincided with the signing of Veron there was definitely some correlation there.

Scholes had nothing to do with it. He was pushed forward behind Ruud from 01-04 or on the left, and Seba mainly played CM. Scholes was even "dropped" for a bit of 01/02 as well, but he was brilliant in 02/03 and scored 20 goals playing behind Ruud.

He was class & underappreciated. He was also maybe before his time. He would fit in brilliantly in today's game in the Premier League.
