I'm pretty sure the purpose of the yule cat is to stop the kids being upset over getting clothes as gifts
And to also give their old clothes to charities etc so they don't just collect clothes. It is almost as hard to get some people to replace older clothing than it is to get them to go buy new stuff
It actually has it's roots in old Icelandic peasant culture. Textile work was so important for families not to just cloth themselves but to make enough to sell, so the Yule Cat would be used to scare kids into pulling their weight in sewing and knitting enough clothes.

As a native Icelander I'm here to say: nah the cat is used as a scare tactic and is just here to eat kids. And it was used to make people come together and share the limited textiles that we could ship in and/ or make in the olden times.

I think the Yule Cat is supposed represent the Icelandic winters. The hissing are snow storms, the meowing is the cold wind blowing that brings cold weather; that's what the part that says, "If you heard a meow something evil would happen soon". The Yule Cat doesn't prey on mice because they're hibernating, but preys on people, especially the poor because they don't have shelter. Give clothes to the poor so they don't freeze to death.
The Yule Cat is a kid friendly metaphor for get kids to donate clothes to the less fortunate for the winter.
