from my perspective, this few ideas may be work as solution for Jakarta issue
    1. Education about cleanliness etiquette and environment responsible (pre-school, regular town hall, aggressive municipal campaign)
    2. Reduce migration : partnership with privatisation for entrepreneurs and self-sufficiency economy initiative for rural population - vocational class, apprentice program and agropreneur courses.
    3. Reduce traffics congestion : improve bus connection between railway station to population area (bus real time schedule, less waiting time, affordable, special lane)
Consider those 3 as Phase 1. If it can be success, then Phase 2 of land rezoning, population relocation and flood mitigation plan will be more easier.

Between now in December 2020 and 20 years from now in December 2040, the July snow line within the Arctic Circle is expected to rise by about 360 meters, meaning that a large amount of Greenland ice which has been stable for the last 6,000 years will be melting over the course of the next 100 years. A similar process is also happening in Antarctica. As such, overall sea level rise worldwide will be about 4 meters over the next 100 years.
However, because of two technical reasons, whatever the overall world sea level rise is over the next 100 years, near the Equator sea level rise will be half again as much near the Equator. Indonesia is near the Equator. As such, 4 meter overall world sea level rise between now and the year 2120 will result in 6 meters of sea level rise in Indonesia and Malaysia by the year 2120.
One scientist declared a possibility of 7 meters of overall sea level rise over the next 50 years, which would equate to 10.5 meters of sea level rise in Indonesia and Malaysia over the next 50 years. That amount of sea level rise is possible if over the next 50 years the world produces an average of more than 100 million barrels of petroleum per day. Currently in 2020, the world only produces 90 or so million barrels of petroleum per day, but with new technologies recently invented, that amount of average daily world petroleum production could in theory rise to more than 100 million barrels per day.

Move people, there are plenty empty land in banten and west java, just upgrade the transportation, make it cheap and fast so people need not to live in the Jakarta, but can go to Jakarta instantly. Then little by little move the central business from Jakarta to the west (banten) and south (west java). Easy to say but not impossible, it's doable, the government has the power to do it since the beginning if the government is clean from elite corporate with only simple regulation and tax. The problem is the elite corporate player has been infiltrate the government itself so they can buy or make the rules and regulations that only benefits their own kind.

Southeast Asia is a very volatile place geologically.
From where Singapore and Natuna are, forces conspire to breakdown the once and mighty supercontinent into smaller pieces, ready to be sent to natural world-ending mechanisms that recycles the former land and spews out new land somewhere else.
Let's be honest with ourselves. Jakarta isn't that great of a place.
I hold the view that Batam Bintan- Singapura is where Indonesia's new commercial center should be.
Come on let's face it. In terms of city-states, everything all indicates that Singapore's time is over because city-states inevitably end. But unlike Mahatir and Anwar who believe that to create, one must first destroy, Indonesia can show a better path: build your future on top of ours, only can we build great cities.
But I dont think Indonesia should have just one capital. Very much like South Africa which has Johannesburg, Pretoria, Bloemfontein and Cape Town all fulfilling different roles, Plant the seed for reunification of Nusantara in the geographical center of it: Palangkaraya.
Consider, giving Eastern Indonesia independence in order to create a strong ally. One day soon, Micronesia will disappear, and I'm sure you do not want US to annex PNG or Maluku to replace Guam.
