Bingo. It's a bit like the "What is it?" running gag from Airplane, but the gag is someone being overly informal to the point of rudely wasting everyone's time. The beauty of Bobby coming to find it funny is, he's used a single album to unwittingly mimic the running gag that Mr. Johnson had been hammering into the ground for (at the time) nearly 35 years. Mike Judge knows how to tell a story, that's for damn sure.

(that's why the mother says, "johnson got another one". bobby was basically experiencing it from the perspective we did at that point in time.. he realized everywhere johnson went they kept calling him that "mr johnson" .. vs hearing it once from a clip or snippet, like today.. so you begin to see why mr johnson goes off on the rant.. u have to remember during that time, mr johnson was everywhere, he met hundreds of people in commercials, variety shows, special appearances.. and he would pop up at the least expected places in the middle of your viewing of something.. that's also part of the gag... it makes more sense if u lived thru it... like 'oh god, here we go again'
It's 100% a physical comedy bit. It's not super funny even by the standards of the time, but if you take out the way the guy is dressed and the way he Jim Carrey's around, it's completely meaningless. That's the genius of using this bit in this context.
I appreciate how seriously Bobby took this. I too was a chubby and uncoordinated yet funny child. Making people laugh was how I connected with people and how I survived in the world, so it was important to me that I understood funny things and why they were funny. Jocks practiced their sports, musicians practice their instruments, this is the same thing.
This reminds me of the time Homer Simpson turned on Prairie Home Companion on PBS and though something was wrong with the TV because the audience was laughing.

With all the beautiful comedy going on in the 90s with Seinfeld and George Carlin and Eddie Murphy it would be impossible not to laugh at least one of sets

It's in the delivery and pace of the skit, his (Bill Saluga's) inflection and tone when saying it, the way he walked around smoking a big stogie while loudly introducing himself. Definitely as much a sight gag as an audio one;carried a bigger laugh when in a comedic visual setting. Don't know if that clears it up for you . Remember too that Bobby had to hear it many times before seeing the humor in it. The "you DOESN'T have to call me" was funny as bad english too.
I LOVE Mike Judge's take on this comedy skit from the 70's../cracked me up them, and still funny. It's a generational thing, My friends and I thought it was hilarious back then while in our teens. Juust humor for humor's sake. Simpler times before everything became so overanalyzed.

The bit was always played with a another guy involved. For instance when Bill Seluga (RJJ) did a "Johnson Appearance" on Red Foxx's show, Red Foxx was the "straight guy" to Seluga's Johnson. The bit worked because the 2nd guy/"straight man" was always trying to interrupt while RJJ went through the bit - "Uh..ok", Uh..sure, but", "OK..I'll...uh..", etc. Seluga would go through the whole schlemiel, and then the hapless "straight man" would inevitably screw up and call him "Johnson again. That would start the whole "Oooooooh....you doesn't have to ..." once again. The "straight man" would then get frustrated and hustle Seluga off the stage or throw up his hands and run away, or......whatever. The bit worked because of the reactions of the SECOND person involved. The routine had to have the 2nd person to make it work.
I went through this exact thing with the movie 'Love Story' and after asking around there seems to be a hard generational split on whether the movie is the most romantic thing ever or the most repulsive.
It was funny on David Steinberg because as soon as the character showed up you knew that fucking bit was coming, so whatever unrelated scene of dialogue between him and Saluga had that dread hanging over it.
