Hi Lore, The best way to make emulsions with a powder phase is to use a laboratory explosion proof hood equipped with ventilation and vacuum. In addition, chemists should use a mask (N95) or respirator if applicable and recommended by OSHA. All depending on amounts and MSDS recommendations of the materials in the formula.

You can do this by making white (Titanium Dioxide), yellow, red and black (iron oxides) batches all at the same concentration (about 10-20% of your formula, depending on your desired coverage). With this you can shade match by adding drops of color and mixing until you create your desired shade. You will need to keep track how much of each shade you add and calculate the amount of pigments used.
