@@doomsday3659 The movie is based off Bucky though, that's why it's called "The Winter Soldier". Alexander Pierce was behind everything but that doesn't make him the main antagonist.

@@H.K.5 Bucky was brainwashed to work for HYDRA and the whole Project Insight was all because of Alexander Pierce. Just because someone doesn't engaged with the main protagonist physically, it doesn't mean that they are not the actual big bad of a movie/TV show. Take Zemo for example who was the overall main villain of Captain America: Civil War; he doesn't engaged the Avengers physically but rather relies mainly on his intelligence to tear the Avengers apart
