No, it wouldnt. Even with a breaker point ignition system, if the electrical current is completely destroyed instantly, the car would still quit. If it was a manual transmission, and you could get the car rolling fast enough down a hill and pop the clutch, for the alternator to generate a source or power, it MIGHT pop over. But if it has an automatic, no go.

The procedure is check whether battery is working first, and then check if it creates spark. Gosh this is way too simple for a carbureted car compared to the fuel injection, although everything is simple if you know how it works.
These kind of EMP scenes give a sense of dread when everything seems to have stopped dead in its tracks before the real part starts like in The Day After and THREADS.

First off, all of the electrical devices will be fried. The battery and maybe the starter would work but, no electrical parts in a vehicle will work to make the starter work or anything else. And there would be no parts to replace them with as they too will have been fried as well. The movie is BS on that point. Unless the vehicle is a old one with the older type relays and or has been hardened no civilain vehicles will be able to run.

His watch is clearly an Omega mechanical watch. It contains no electronic parts or batteries, just a couple springs and some gears. It would be ticking away like nothing happened. Not sure why they bothered to give him a mechanical watch if they wanted it to be broken by the emp. should have been a timex quartz or something.

Let me explain something quickly that I learned from this movie when a tripod falls all those in the area lose their shields it is like a chain when one disconnects the others the same for that reason SPOILER when they manage to knock down one the others begin to fail since they do not have the shield protective
The tripods are more of an extension of the pilot. Their minds seem to be linked with the pods and the health of the pilot affects the tripods. As the pilot gets sick, the tripod becomes exposed. No immune system, no shield. I don’t think it’s that their all linked with each other but linked on an individual level

The van wasn't operational at the time of EMP so it wasn't affected. As for the ferry and the town, they either managed to get the power back on, had backup generators, or the aliens didn't need to send pods into the ground for their tripods. And that EMP blasts have a limited range.

The design is hundreds of years old. The one car that stood the best chance of surviving the EMP was actually Ton Cruise's classic Ford Mustang. End of rant.
