- Victoria 3 Voice of the People (paid expansion pack) and Patch 1.3 (free update) release tomorrow (May 22nd) at the time of this video's release. In this Voice of the People review I'll give you my honest impressions and experiences from playing the new patch and voice of the people, with patch 1.3 gameplay in the background highlighting some interesting new features in this DLC, where Paradox has targetted internal politics, events, and flavor. The new political agitators, character actions, law enactement and revolutions systems are great and add a lot of variety to events in the base game. The VOTP expansion adds a more attractive UI, additional events fro France like the Paris Commune, and 60 historical agitator characters. It honestly adds a lot of fun to the game, and in this video I'll consider - is voice of the people worth it? The answer depends on who you are, but I think anyone intersted in Vic 3 (new or returning) should give the extensive free patch 1.3 a try before making any buying decisions. seems nice but I think their next focus should be improving the War sytem. Sure Vic 3 is an economic and political simulation more than war but for a game that have WW1 in their timeline should at least have a decent enough war system
There needs to be more than just building upgrades for the military. There needs to be meaningful choices. I don’t know how they’d do it, but feeling like early game wars played out differently than late game ones would be greatly appreciated
War WAS pretty important at the time even if it was largely decided by economic and technological factors, so I agree. However I hope it comes alongside a migration update because the current iteration of migration (only internal or in huge migration "events") makes playing a lot of the nations extremely screwy.
The game directors are obsessed with pretending the war system is fine and sticking it to their fans, i doubt they'll do anything to fix it
Imagine the shock on the faces of the masses who told them the war system was hot garbage, when Paradox finally admits they need to revamp the war system :)
@@DRsideburns Paradox is cruising on its reputation atm. It's a little bit like Blizzard in this regard. We all remember the Bliz from 25, 20, 15 years ago. How all their stuff was must buy. Now, it's a crap shoot. PDX is largely the same. They are cruising on their name. People buy the name, rather than the title imo. The problem is, since PDX released it's last really good titles, like EU4 and CK2, they became a publicly traded company, there has been a marked shift in the quality of their games since that buyout.
The DLC and content support for CK3 has been atrocious. The original game was decent. Vicky3 though, it deserved to be taken behind the shed and put out of its misery far more than Imperator Rome did. It was an absolute disaster.
Next update should focus on diplomacy and countries interaction like influencing your colonies or making a conference of Berlin with colonial powers and the ability to build or kinda influence other countries in some way would be great, bcs I find countries like Java and east India wired since there is no way to tell them to invade this place of do this and that
Very happy with the direction the game’s going and the goodwill in the free update. I’m excited for a much larger expansion which is probably next on the docket. We need a diplomacy overhaul! The intertwining international interests and strange bedfellows is what made the Victorian era really swing
Mixed feelings. It's great there's good free content, but the price of the all DLCs recently have been too expensive for little.

No probs! In general I think the free patch adds a lot of diversity to internal politics, and a majority of casual or occasional Vic 3 players will be pleased with the free update. As for the paid DLC, it mightn't be for everyone at that price point though - likely only for those who are heavy Vic 3 players, or those with a love for France.

I bought the Grand Edition when V3 was released. So I guess I'm getting the DLC for "free". I was intending to play Japan on my next play through but I guess I'll try out France this long weekend.
I think I agree with this - most of the best parts of this release that I want to praise are actually in the free update, so it’s hard to recommend the DLC unless you are specifically interested in playing France.
Plus, the whole divided monarchist bit is kinda weird, and lacks clarity, but broadly, the actual content surrounding France and journal entries is fun as hell!
Overall, I’m loving the new patch and the new direction, and especially love the jank of the agitator system :)
I wonder if they plan on having monarchists split into multiple interest groups in the future. Like how Bonnie Prince Charlie had to be forever into exile through wars.
I mulled it over and I realized that I don't mind the DLC bring this. After playing the new patch and seeing the improvements to it, I was having a lot of fun and didn't feel like I needed the DLC. After going through "necessary" DLC in CK2, EU4, and Stellaris, being able to completely ignore the DLC is great.
I can't wait the 7 hours till this releases ..
I have not tried the update yet, but I get the feeling that it has increased the number of time I'm going to say, "Who's this now?" And making me do research to find out if dealing harshly with them will make me lose my best general, etc. There is already too much busywork in this game.

This dlc would be cool if the core systems of vic3 didnt still suck ass. Economy is just a construction simulator. War is just stacking modifiers with no logistics or strategy. Diplomacy is at least getting an update with spheres of influence in the first expansion. Plus foreign investment.
I don't think they ignored the war system on purpose, but they really think what is the solution, i mean it's so unique that maybe they confused how to make it better but i believe once they figure it out, victoria 3 war system will be the best one
You're right. They may be in the same conundrum that the Stellaris team is in. Sure planetary combat is kinda lame. But... how do you fix it?

I seem to really struggle with expansion in Victoria 3. Like, as France I could conquer catalonia and then that would be it for decades. Maybe it's cause war isn't Victoria's main thing or maybe I'm just still nee to the game but yea.

I really want a way to either play a decentralized nation and make it centralized or somehow centralize it from the outside without colonizing. I would love to create a Great Sioux state for example.

I'm hoping for a DLC that fixes immigration to be a steady stream rather than weird massive migration groups. People came in a steady stream from all over to the US, Canada, Australia, NZ etc.... not modeling that in the game makes playing any of the new world nations really screwy. Hope that's the next thing they address.

@@dalfokane Well, that's true. It is a small enough change to be an update, I would prefer that too, or perhaps part of a free DLC-adjacent patch such as this.
The migration system of V2 was actually quite good, it took into account national laws, open jobs, standard of living, and even how livable the exact province was (as an example, Manhattan in V2 had one of the highest livability indices whereas Siberia and the inner jungles of Africa had very low indices).
This allowed "constant stream" migration as historically occurred, and also successfully modeled things like huge migrant influxes to Manhattan that then were followed by limited internal migration out to the American west or even Canada, for opportunities and so on and so forth.
@@JB-xl2jc According to your description, it seems like vic3 is much more gamey than vic2. Such is almost every system in vic3, really.

1.3 seems good but the dlc seems like they just ignored what most players want (a better war mechanic) and just added french flavour.. it is like the devs have decided that as they did not think warfare was important, then they refuse to make changes to it out of stubbornness
They didn’t ignore shit they know the war system sucks everyone does and because it’s pretty bad it’s gonna take a while to overhaul. It will come at a later date.
it would take an expansion to do what you want, and this is not an expansion. If they did decide to fix warfare in a immersion pack, then it would probably still be half assed.
They spent most of development trying to make this war system even function in the engine, they are bound by the sunken cost fallacy to not make this game even playable.

This game needs so many overhauls and will be amazing after 5-6 years and 20-30 dlc-s sadly.
People keep saying it'll be a great game after years and hundreds of dollars but this simply won't be the case. The game is fundamentally flawed so deeply that they'd have to just make a new game to get coherent and basically competent design, let alone make something fun. Just adding things and adjusting mechanics isn't enough when the very framework of this game was done badly and the devs are acting cynically based off a sunken cost fallacy.

Well, in my opinion, small dlc, just to get 1 of those 2 "free" dlcs that comes with the grand edition, And is just a update focused on things people really didn't care. Not saying is a bad dlc, it just what people did not want.
No even talking about the war system and the needed rework on it. But they should focus on more important part than in the french.

Still a broken game, to many issues , warfare, ai being unable to run its own economy.
Selling the flavour for money. Disgusting.
Personally, I much prefer this approach to the opposite; locking features like agitators behind a paywall. This way, the feature is added for all and the optional depth for certain parts of the world you can pick up if you play in that region. Works for me. Bonus is that features being more integral means that future DLC can expand on it further again, as opposed to the 'DLC for DLC' issue that means new features can be rather isolated.

France was one of the most influential countries in the world. The reason why the U.S exists is because of France. The reason why Germany formed irl is because Napolean dismantled the HRE, giving Prussia the opputunity to expand. France is the reason why Qubec is still resiliant. France is the reason why the U.S continued to expand beyond it borders. I think it is safe to say that people are probobly some people are interested in all of that.
