Sometimes those Air strikes brought benefits for Terrorists because because of civilian casualties caused by those air strikes made civilians more furious agaist Sri Lankan armed forces. The same thing happened in Iraq & Syria. Locals got more furious against American occupiers it will bring more support from locals for those resistant groups

They was deployed under UN as a peacekeeping forces . 2ndly in 1971 25th March to 16th december Bangladesh civil war happened. They can be but it's not as easy. Radar guided munitions don't solely rely on heat or IF signatures. Again, not nearly as accurate or reliable but they can simply "ping" it with radar and guide from there.
