Well Lucas said he would never sell his company so can't really go on what he says , I think it's up for interpretation, I think Palpatine threw the fight personally, he knew Anakin was coming and wanted to set up a situation where Anakin had to choose, he is the Master manipulator after all

I think the limitations of two actors involved made it look like a thrown fight, the actors just couldn’t pull it off effectively and the combat looks dorky.
Yeah true another interesting thing was in some parts of the fight Palpatine had Anakin's lightsaber he was originally suppose to use Anakin's saber but they changed it in the final version

Yes Mace won, as concisely confirmed in the video and as GL has stated. It just makes Anakin’s final decision that much more egregious and heartbreaking with literally the state of the galaxy hanging in the balance. If Mace killed Palpatine, I’d dare say that things would’ve probably turned out much differently. Keep up the great work! 👍🏾

In the fight scene it looked that Windu defeated Sidious fair and square, and also Lucas himself said that it was this way. For me that's enought weight to say that Sidious didn't throw the duel, but I have some problems with that because there are things that doesn't make sense.
Windu was a really strict jedi, he was very dogmatic so I don't have anything against his character in that scene because he acted like that, a dogmatic jedi; I see a sith, I kill the sith.
However, Sidious is another story, as he was presented as a very methodical character whose all his movements were cunning and planned years in advance, and we also know that he had several lightsabers hidden in the office; so I find it hard to believe that he, knowing that Windu was superior to him in battle and would come to kill him, decided to stay there doing nothing and leaving all those years of planning and all that work to the possibility that Anakin would arrive just in time to see him defeated, harmless and about to be killed so that he makes the decision to help him kill Windu. Also if we see how Sidious carried out his plans, he never put himself in any danger nor in the first line of the action (the times he was in "danger" were a lie because he was the true leader of the separatists and Dooku was his apprentice), so it makes less sense for him to leave his plans to the possibility of so many coincidences happening at the precise moment.
I think that scene is just a bad representation of the characters because of what we know about them and that is just an error. In the end, that universe was created by Lucas, all that happens in the movies was written by Lucas and if he said that Sidious didn't throw the fight then that is what happened.

Maybe he didnt believe Anakin actually will tell the jedi about it. Maybe he was sure that he just sit think about it and then come to him joining… or that he will go with the other jedis and he will never let them kill him (which happened in the end)
So he could be suprised that he actually said it and he was not present there… who knows
Also it must be hard to predict a result of battle especially with someone you never fought before.
Even a mastermind like Palpatine could have some small gaps in gis plans.. or basically there are parts that are more risky and unreliable.
Star Wars dorks' conversations put Star Trek dorks' conversations to shame.
