No matter how many times i measure my finger i feel lile a size 13 is outrageous

I don't have big flingers, I followed instructions on amazon and also got size 13. had to look up a video to confirm I was measuring right. There is no way I'm size 13 wtf.
9 is the average size for men.

It’s weird because I have the same size hand as my girlfriend (small hands) but for some reason my measurements say I’m a size 13? And that doesn’t feel right since the average male size is 9

I need to find out what size ring to get for my husband. I measured his finger and it's a 4 and a 1/2 inches around. But how do I take his finger size to a ring size when the charts doesn't go very high up?
