Well if you are thinking More jets=Much better Then you are slightly wrong. China does have more no. of fighter jets but they have a much larger airspace too. Another thing is that these rankings also take the training given to the pilots and their flying hours. And PLAAF still is not best in terms of that. It's the training of IAF that the pilots manage to make the most out of crappy fighter jets like MIG-21 and go against a freaking F16 and shoot it down. Also, however we still use those crappy MIG-21s but remember that China also uses J-7s in a larger number.
