It was adopted on 13 Feb 2004 not on 2014 ....make sure you correct it please....
Good video, the speaker knows his stuff, unfortunately his accent is really difficult to understand if one wants to use this video to teach foreign students English. Would be nice if they used a person who speaks easily understood standard English.

Well it's a new convention and has recently come up , well I didn't find any amendments at present that I am aware of. If you know something that I have missed and it's proper source then let me know.
