It looks like you are barely going 60mph....I would lose my mind too. I live in Texas and there are plenty of two lane roads like this, not even the 18 wheelers go as slow as you here. Canada sucks on so many levels.
You look to be going around 55-60 mph. At the rate the van passed and continued, it may be going 70-75 mph. Not trying to excuse the driving, it's just the speed estimate is so insanely off that it's laughable.
The speed limit there is 80 and the cammer is probably doing close to 100, so the van is doing at least 130. Oh wait, did you not figure out that this is just north of London and he's talking kilometres per hour?

There's no way that was 160, the U turn was illegal but not dangerous and the car didn't seem to be half as bad as you make out although I will admit that it might be and we just can't tell due to how bad your footage is. I feel like the biggest danger here is that you might want to speak to his manager.
Skip to 2:45 to see the U turn. The white van on the right is the vehicle to watch go around the light and do a U turn in case anyone missed it.
Why is the worthwhile video area only about 1/3 of the frame? Also, why portrait mode? Real hard to see.
