I think you mean appropriate. Generally when you cannot be seen or you think another road user cannot see you and think a warning is helpful. Approaching a hump back bridge or blind corner where there is only space for vehicles in a single direction. Where someone is reversing into you and you cannot move out the way. It is not a substitute for braking, or steering to avoid an accident.
