HxD Hex Editor is one of the easiest tools to use for this type of work. Also it loads into the computer very fast compared to some others. I use it to create data tables whereby I create a blank file containing the number of bytes I need, usually 1024 bytes. Then I open the blank file with HxD and change the values to ones I need at the proper offsets. When I close the file, it writes the data to the disk and it is then usable by my program. Much more efficient than echoing character codes in a text editor, and if a mistake is made, it is much easier to correct it.

Right-click on the toolbars and choose "Data inspector". You can configure the data types shown in Settings. Select the LSB. You can also type into the interpreter to write a new value. Other hex editors usually have an interpreter that is read only. Little-endian is more logical in a way. You can clearly see where a field starts. Let's say you had a one byte value in a 64-bit field. In big-endian you'd have to select or skip over a bunch of zeroes.
How can I change a name in a file, or replace a hex code = That name to a hex code to new name, without change the rest of the file letters and code? I hope someone understands what i want to say ahah

Seems like it tries to encode it to some character set. I have legible text in parts of it.
