I think the answer to this is: it's situational. Like Dan said, sometimes cocktail hour is in a separate location, which means it's not getting a mixing setup and I'm going automix or spotify playlist. A decent portion of the weddings, music is not the focal point during cocktail hour and the bride/groom are adamant it's just background music. However, for my other weddings, I know they want to PARTY and - pending cocktail hour is in the same location as the dinner/dancing setup - I'm definitely mixing during cocktail hour. We might even do a dancing block during cocktail hour.
I'm also starting to mix again during dinner, because I believe it gives me full control over getting them prepped for the full-on dancing portion of the evening.

Q: "Should You Be Mixing Your Cocktail Hour Music At (any event)"?
A: Yes. I always do and I just did 3 hours worth Saturday evening and the attaboys were appreciated and reaffirming.
I wouldn't be trying to put on a scratch clinic or quick mixing but artistic, skillful mixing always garners accolades.
A juke box is not artistic or skilled...don't be a juke box.
