I'll give you a tip. when you are building on the water. and then build on the ground and the color becomes red. that means something on the water. why the water cannot be lower. that boat needs water that is where water cannot go lower or disappear. if you build on the ground and closer to the water. construction icon turns red. that means something on the water like boats.
