If you're referring to CC, I'd agree with you. But, Fran has loved those children like her own from the moment she started the nannying job. It was never clear to her whether anything would happen with Max, but his children were always in her heart. Grace is perfectly capable at this age to take the trip with Niles, and if Fran's assigned to watch her it'll make her feel that much further away from BEING wife AND mother when things are finally moving forward; she's just tired of the mixed signals. (Note how I said mother, not stepmother; to Fran, there's no difference.)

Not entirely, it got canceled at season 5 when they intended for there to be 6.
They had to rush the last part and cut some story lines.

to a degree sure, but no show can last forever (and keep the level)
and unlike other shows this one still had some reallly funny moments and epiodes in the last season(s) :-)
