You were partially right. The mechanic of saving numbers was removed in Smash 4, but it WAS brought back in Ultimate. In Ultimate, however, only the most recently used number is saved, not the 2 most recently used. So you could beat your opponent in 5 moves.
Technically G&W does have that stored number, it's just one instead of two of them, which is pretty simple to get around. You could use it after hitting a 9 for example to reset it
Luigi casually can do a "misfire" with his side B. However, calling it a misfire (in my opinion) has a lot of irony to it as it's more powerful than the normal side B

I don't see anybody mention this, so: Because Melee G&W couldn't pull the last 2 judge numbers, the odds of getting a 9 can be 1/7 instead of 1/9 (unless one of these stored numbers is a 9, or there are no stored numbers at all), this means that once you land a 9, you can just use the hammer twice without being afraid of whiffing a 9, and maybe some extra times if you're feeling frisky and want to refresh a good number like 8 or something like that. Having 1/7 instead of 1/9 isn't precisely TAS-level RNG manipulation, but it's a way to make yourself feel more in control. Edit: Like Falcon Punch and Rest, Judge 9 isn't an instakill in Melee and just has massive knockback.
My favorite way to play a game is finding a dev kit online or a secret debug mode by the developers to play around with everything, like changing pallets, custom models/sprites, making my own levels, breaking the game, and so on and so forth.
