Instead of using a dog-bone fillet in the corner, you could use a t-bone fillet that would be hidden under the tenon edge.

rounding the tenons will never be seen. Where as a simple slip of the chisel. Will leave a strong shadow line on the mortise. That will draw the eye to the error.
I think, even if the tenon came thru the other side and showed the tenon. It would be fine to have a tiny chamfer on the edges. As long it was clean as the rest of the build.
Cut a block of wood to support a chiselon the flat at the correct champer height and rotate the square tenon stock to get all four corners the same.
Rectangles need a two block set up.

Hi! there is one thing i wonder with these rocking chair stuff. How do you calculate the length of the tail(the piece that touches the ground)? How long should it be?
It depends on the chair design. The bottom arch should be long enough so it would be impossible for the chair to flip over when rocking. It's dependent on the center of mass of the chair.
