To get to the palace easiest, go to the chapel in Liurnia, speak to Varre, then in ade three times. Then speak tp him to get the item to go to the palace

For those on PS5/XBox if the DLC isn't loading, Hard Reset your console and that should work
If you play with PS5 restore your licenses in the PlayStation Settings.

If anybody also has the problem where no NPC is spawning, check if you download the DLC my ps5 didn’t do it automatically. You can also check if it’s downloaded in the main menu
For yall trying to figure out how to play it: The DLC isn’t out. It releases at midnight tonight and you will be able to access it. CZcamsrs/streamers were given early access which is why they can do this.
naw, it just came out at different times in time zones. Started playing it at 6pm yesterday

For everyone wondering the dlc is not out for some people I thinks it’s mainly those on ps5 so check your timer for how long until you gain access to your pre-order dlc

Check to make sure you downloaded the same version of the dlc as your main elden ring game(ps5 version or ps4 version). I’m not sure if it is because of this, but I realized that I downloaded the ps5 dlc version when I play the ps4 version of elden ring and the guy isn’t appearing no matter what I do, so that may be the problem.
Edit: it worked, the dlc version you download has to be the same as your main game version

Here ps4 user, make sure u actually download the DLC file from the Store!!!! I wasnt founding the NPC even if I obtained the gesture, I tried to restart the console as other users said , its bc first it downloads the update file for Elden Ring but IS NOT the DLC file, I mistaked it. Si basically u have to download both!!! Hope it works, I think is that the problem!
Everybody on console The DLC isn’t accessible until 9pm PDT. PC was accessible at 3pm PDT.
If you can’t see the character, try going to the store and installing the update. Most probably bought it without installing it.

if you’re on xbox make sure the dlc is actually installed!
I could be wrong but I think the dlc comes out at midnight for my region so if you can’t access it check your region I’m guessing that’s the issue 🤷🏾♂️

Hard turn off ps5. Then restore license and then restart ps5. And then open Elden ring.

You don’t need to defeat radahn you can just get two pieces of the mandolin to get the atlas plateau defeat moregot to get the full half of the the medallion to get to the mount top of the giants defeat commander Nile to get the half of the medallion to get the consecrated snowfield get the other half liernia of the lakes need to go to a pacific spot in the consecrate snowfield to get to Moge pace and defeat moge
