Don’t be surprised if you don’t see any tourists there. She said tourists are almost non-existent. Caracas is so dangerous that taking your phone out in public is basically begging to be robbed. That's why. I'm from Venezuela, taking your phone out in public was actually one of the culture shocks when I moved to the US. Not because we aren't "glued to our phones" venezuelan youth is as terminally online as any other youth. But because taking any object of value out in public will get you mugged, same goes for going out past dusk.
