This is basically Sony saying, "Sorry we can't scam you without facing financial and legal issues." Don't give them a thumbs up for this, because they would if they could.
Exactly this, and they will try to shoot it again. It only gathered attention because PSN regionlocks the game. They will try it as soon as they find a workaround for that.
