This scene demonstrates what a great leader Ragnar was.
Instead of simply saying yes to the old warrior and having him there by the grace of the Earl. He knew it would be far more meaningful and carry much greater weight to have all those who were just laughing say that they want him come. Not just for the old mans benefit but in verbalizing their desire for him to join them it consolidates his acceptance in the minds of those present.

Looking back now, this is the fate that Ragnar feared the most. You can see in his face that he understands the pain and loneliness Tostig felt in his long life. Ragnar saw most his companions and trusted mates die one by one. For reasons he deemed or saw as very mundane and unavoidable death. He hated rising into power only to be alone at the top. Which is why he said "power is dangerous. It corrupts the best and attracts the worst". He became earl and king not out of ambition but because he had no choice but to protect his family and friends' security in this corrupted world. When in reality he only wished to live a simple life. To gain knowledge, explore, discover and to have more lands to farm. Probably why he idolized Odin so much.

As you can see in his conversation with Eckbert. And when you say you were selected by the others, not by your choice. what can sound sweeter than that.

You are right. It is not true that at this stage, Ragnar wanted to be King. That's why he could walk away from it at the end. All of his increases in power came as individual steps he had to take to stop something more stupid from happening. His plan was always to see what was over the horizon and to improve life for his people. He is written as a man of great curiosity and some empathy, and that is incompatible with great power. In some ways, Paris was an anomaly for him.

This scene is foreshadowing Ragnar's future.
Ragnar lived many great years, but by the end of his life he felt alone and burdened with pain. Losing his vikings companions, losing Athelstan, losing his wives, losing his simple farming life that he loved. Even after reuniting with his sons, they don't know him and they want to live their own lives. Ragnar even tries to hang himself unsuccessfully to escape his pain.
Whilst Ragnar eventually chose a death that united his people, he can relate to the old warrior's sorrow as he too asks people to go with him to Wngland one last time and no one takes him seriously. He essentially became the old warrior.
