I think the important lesson is that it’s really easy to make observations that *seem* like they violate physical laws. After all, it took us humans a while to realize that inertia was a thing due to the constant presence of air resistance.
That would be buoyancy. If the balloon is still not positively buoyant it would still bounce lower, and due to its light weight considerably lower than the starting point due to air resistance.

It still appears to break physics. The balloon here has a kenetic energy store that has to be manually set. After one bounce it no longer has the energy to super bounce again as the cup needs to have the potential energy put back into it (cup folded). SCP-018 probably absorbs and contains potential energy that is released upon impact in another way. Maybe heat energy surrounding it is absorbed, but then things nearby would freeze. Or maybe it absorbs local ambient radiation, but then it would need a hell of a lot of radiation to always have 200% efficiency. I don't believe it needs to break physics to work as observed, just have some way of obtaining energy and converting it to kenetic energy, just as the cup balloon does!
