As the owner of Trash Bin Cleaners, he cleans those cans for a living. “Salmonella, Listeria, it's a breeding ground, especially in this heat in San Diego where we live.”

I’ve been putting food waste in the green bin since it was first allowed, about 4 years ago. Yards waste always goes in the bottom. I keep tree trimmings or leaves handy for that during winter months. Christmas tree last several pickups. Bottom of the can stays clean. I try to cover food waste with more yard waste but will get fruit flies at times. I’ll open the lid and kill a bunch of them with my electric fly swatter and they get recycled too. I collected the leaves from a neighbor’s yard in the fall. Don’t layer the bottom with grass clippings as they’ll get stuck. I rarely freeze food waste but that would work too.
I recycled and got 17$. It cost 10 in gas. It's not cost effective unless you have a bike or shopping basket.
Where I live, American Canyon (Napa County, CA) we too now must put food into our yardwaste bin. Problem is we don't always have yardwaste, and the disgusting & rotting food not only smells, but the maggots, flies & ants are driving me crazy. Not everyone can freeze or refrigerate their food scraps for an entire week....AND our garbage facility does NOT allow compostable bags.
I am an x Garbo, and I know of one bin nest I came across full of maggots with a very bad smell ( I turned it upside down ) seems in tandem with bin cleaning service, need a product ( cloudy ammonia ) to tip into the bin to sanitize it

Did the food waste just magically appear? It was put in the black can before. So the flies now go to the green can instead of the black one.
Previously, most people put their kitchen waste into a "lined" kitchen trash can, and then put that "bagged" contents into the black/household trash bin. Because it was bagged, flies/insects were minimal. Obviously, with the new green recycling cans, the City doesn't want ANY waste materials--kitchen or yard waste--placed in plastic bags.
