Fears of falling income, vehicle ownership mount amid phase-out of jeepneys in Philippines

  • Transport groups in the Philippines are protesting against the government’s plans to eventually phase out old versions of the country's iconic jeepney. The government had set a Dec 31 deadline for jeepney operators to surrender their franchises and consolidate into cooperatives, but activists have petitioned the Supreme Court to stop the move. There are concerns that the looming consolidation could put thousands of drivers and operators out of work if they do not join a cooperative, while also raising transport costs. CNA’s Buena Bernal reports.

    To be fair the modern jeepneys are a lot more comfortable and a lot more secured compared to traditional jeepneys. Not to mention the pollution caused by these relics are bad. However I would also want the government to give the operators more time to switch from Traditional to Modern since most operators are not ready yet.

    There are modern jeepneys that retain the traditional look or design. Plus traditional jeepneys can still operate as long as they meet the requirements of The LTO.

    I came to the lovely Philippines again three years later, and the hygiene and transportation conditions have improved a bit,. As a characteristic of the Philippines, the Jeep can be preserved and some comfortable models can be produced, but it still needs to develop towards convenient and advanced public transportation.

      Hindi ako driver pro ramdam ko na raramdaman mo brod... Ito lng ang masasabi ko ang cooperatiba lng ang magkaka income jan hindi ang ang mga driver nila at condoctor at operator... Kawawa lng sila jan... Parti naman sa usok hindi rin tatagal uusok din ang modernize na jeep na yan... Ngayon hindi mausok yan kasi bago pa... At once na sila na ang magdodomina sa kalsada nako po... Kawawa tayo / kami na mahihirap kasi tataas lng yan nang tataas ang pamasahi magdodoble yan ang ilang beses... Pasensya na naglalabas lng nang opinyon ko dahil hindi nakakatulong yan sa atin nakakadagdag pasakit sa bulsa nang mahihirap... Ang 2pesos na additional sa pamasahe ay mabigat na yan...

    Those jeeps more than 15 or 20yrs old should be phaseout already. Safety & Ng commuters is the number 1 priority. Lakas nila mag transport strike pero takot sa phaseout. More than 10yrs Ng plan Yan, till now ayaw omaksyon Ng operators & jeep owners mag upgrade.

    Regarding the problem of drivers having fix income during modernization compared to what they say of them having more income if it's their own way. Well, having a fix income will be a solution for jeepney drivers racing in the road to be the first to get passengers always bringing danger to the roads. It will solve drivers squeezing passengers inside their jeeps above capacity. It will solve drivers waiting for several minutes to get more passengers in just one stopover. It will solve the problem of drivers having less income if there were holidays or other situations were only a few people commute. And it will solve the always reason of many drivers of not having enough income to repair their jeep were some had caused pollution and sadly accidents like due to malfunctioning brakes.

    A lot of OLD jeepneys already lacks the safety measures. The carbon from those jeeps are so intense it causes more pollution to the environment. The wheels of most old jeeps are already a hazard to the road endangering the passengers. And on top of that, how did they PASS the smoke belching test or re-new their jeeps if they can't even pass the BASIC safety measures of LTO? Do those operators have backers to by pass all the inspections needed to be registered in LTO? Again, those jeepneys are a hazard to the road and to the environment. IT'S TIME FOR A CHANGE!

      The problem with the transport sector is due to the incompetence's of the LTO and LTFRB for many many years. Due to LTOs incompetence, even a blind can get a driver's license, and many jeepney drivers even unaware of traffic rules as long as he can drive can get a driver's license. The applicant simply pay the required fee (yes even a blind person can get a license). The LTFRB on the other seems that they do not know what is their job.

      I personally know jeepney drivers who earn 30-50k/month. Modern jeepneys cost anywhere from P1.3 million to P2.6 million. Under the SPEED PUV Program of the Land Bank, eligible borrowers may loan up to 95% of the total acquisition cost of the modern public utility jeepney (PUJ), at an affordable interest rate of 6% per annum, or a minimal 0.5% per month, and payable up to a maximum of seven years. This comes with a government subsidy of P160,000, but it can go up to P360,000.

      well, these are 15 yrs old with very OLD DIESEL engines, it cannot pass ANY emission test no matter how they fine tune the engine ... only solutions are #1 replace their engine with new gen unleaded engine (same with new cars) #2 replace the entire vehicle ... #2 is most practical solution ...

    We are not against jeepney modernization. Shet we don't like is the cooperative system. Now, look around you and observe the cooperative. As far as we observe is that only few benefited the cooperative system, the members are still suffering in poverty...

    The Philippines needs to move forward. Aircon, security, and space is way better than dealing with snatchers, heat, dust, and beggars. Move forward not backwards. Raise standards not lower. The govt tries to move forward but people are kontra.

      there is an idiotic system, where the driver even with single unit can be the operator despite without enough capital to run a business. this driver-driver operators and other operators with more unit does not want to replace their junk jeepneys which are welded at backyard junkshops. Then they always complain about fuel prices and spare parts. Obviously their junk toys are fuel in efficient because the engine is mostly garbage from japan. It is very sad that for years the government always priorities what the driver-operators than the welfare of consumers/commuters. The commuters cannot complain because most of the drivers are uneducated and if the commuters complain that the jeepney has a foul odor, or if they see a steel nearly falling apart, or the rusted ceiling where water drops during rainy season or the speaker from the junk with very loud tin can like sound (commuter are tortured with the music solvent boy drivers), they will get in trouble. The driver will be angry and won't allow the commuter to ride the jeepney. The mass commuters have no choice. They are forced to ride a rolling coffin with no safety standard.

    Why they call it a "modern" jeepny. Its a bus. Time to move into the 21st century. If you've ever been in an area with a lot of those old jeepny operating, its horrendous. Loud, stinky, obnoxious. And the government needs to subsidize their share. 10% is not enough. In Taiwan, bus rides under 10km are free. 100% subsidized. Cleaning up the traffic congestion would be worth the price and save money in the long run.

    PH needs to be open their minds to modernization to get out of poverty. should stop complaints and rallies. the government is trying hard to reduce the air pollution by upgrading the transportations.. we are 50yrs behind though.. so need to rethink before complain..

      It may seem that way, but in reality the amount that jeepney drivers earn may be less than 50 percent of the 30-50k/month amount that is stated. The stated amount needs further clarfiication and more questions need to be asked to help understand correctly so as not to lead to bad decisions and unwanted outcomes.

    Does not seem like a good idea to forcefully replace something that is seen as a part of Philippines identity. The more logically way would be to introduce the new transport along with the existing jeepney , then let the market decide if it is reasonable . If the mass prefer the new transport, their (new bus like jeepney) customer will naturally grow which will push for the other driver to switch.

      It was a brilliant idea! Else, brong back the horse drawn calesas. They were phased out too. Jeepneys are mostly smoke belchers, no proper tyres, dirty, hot.

    Don't call the "modern jeepneys" as "mini busses" because they are not "busses".
    Both modern / traditional jeepneys are based on trucks while the bodies are customized .. The layout are that of a "modern jeepney", and not that of a shuttle, mini bus, or bus for that matter.

    I'm not against jeepney modernisation as long as the old jeepney bodies be upgraded for standing of pax can be allowed like the modern jeepneys. And government agencies help those who can't afford the Euro4 engine be installed .

    We support modernization but No to jeepney phase out.
    I am commuter but I know I'll be affected with the jeepney phase out. Why?
    Seguradong tataas ang pamasahe. Saan kukunin ang pambayad ng milyong utang ng jeepney operators, di ba sa commuters?
    Puede naman i modernise pero dapat yong mas murang halaga na sasakyan at gawa ng sariling atin. Pero ano nangyari?
    Kukuha pa rin tayo sa ibang bansa sa mahal na presyo.

    EV vehicles is now the norm in private and public transport. Hydrogen, propane or LPG fuel is the transition fuel for full electric vehicle. The cost of new EV vehicle will come down in price as the volume of EV supply exceeds the demand. Also, the fare must increase to P55/pax each way with Free Transfer until the pax reach its final destination.

    Why ban the jeepneys altogether? Just allow them to operate along with the new buses and let the people decide which transport they prefer. If the new buses are significantly more popular and the jeepneys start to lose money, they will eventually adapt or be left out. Let the market take care of itself rather than be forced by the government.

      I've been concern regarding on our urban design here in the Philippines, I've been always taking the opportunity everytime I travel all around Luzon visayas and Mindanao, and as citizen I would use my learnings and obelservations to improve the needs of every citizens.
      Overall base on my observation via travelling around the country I have already travelled the whole region 1, I have been to Cebu, and Davao, wala akong nakitang maayos na loading and unloading stations for public utility vehicles. May Makita man ako, but they are already been neglected because of the government and people car centric mindset. So leave the Jeepnies alone if you think that they are the cause of traffic. Good thing Cebu is now investing for BRT system that will serve a convenient investment for transportation sectors.
      I wouldn't waste my parents hardwork sa pag papaaral nila saakin ng mabuti at nang maging Isa Ako sa mga kabataan na magbibigay serbisyi at kaunlaran gamit Ang mga perang pinag paaraal saakin. Dahil kami ang kabataan Ang pag asa nh bayan. That's why I'm aware on my surroundings for being observant and being a critical thinker and knowing what I am really fighting for.

      Sadly, our transportation system has been affected by these. As a result, we can't move people and goods properly and efficiently.
      How's that related to the jeepney phaseout? Look at the drivers competing for passengers. Their loud mufflers. And many more. And we still sentimentalize a piece of transport that is void of features that make up a pleasant commuting experience.
      It's time to move forward. We need to fulfill what traditional jeepneys could not.

    Yang mga jeepney driver ang gagaling magsinungaling na sila ay mahihirap. Pero pagisipan mo ito. Marami sa kanila ay tamad. Marami sa kanila ay may mga anak at pamilya na may bisyo. Malaki ang kinikita ng driver. Kung masipag ang driver, kaya nya kumita ng 1k kalahati araw at sobra pa kung kaya pa ng katawan nya. sa buong araw ang karaniwang kita ng driver ay 2500. Bawas mo ang 500 para sa boundary may natitira 2k. Pero magastos ang driver at bawat kita gastos at inom at kung anu-anu bisyo. Dala yan ng kanyang pagiging mahirap na pag may pera, gastusin na agad. Ang karaniwang driver ay mayabang pa...hindi bumibiyahe pag traffic, pag baha, pag tinatamad at pag may-pera. Makikita mo yan tanghali tapat natutulog sa mga pansitan habang ang kawawang pasahero at studyante ay matagal nagaantay ng sakay. Hindi pa yan mga yan nag-maintain ng sasakyan kasi sayang pera nila kaya ang mga sasakyan ay bulok na at kinakalawang na anytime pwede bumangga at makaaksidente. Tama lang na imodernize na yan Jeepney. AT dapat din i-seminar ang mga driver at maalis ang masasama nilang ugali.

Yung mga jeepney na gawang Tsina (alam naman natin kung ano kalidad ng mga gawang Tsina), pati na rin yung mga gawan ng malalaking Japanese at Indian auto manufacturers na siyempre mahal. Mas pinapaboran ng gobyerno yun kaysa mga lokal na gawang jeep.     As a Filipino, I have no love for these traditional jeepneys no matter how so-called "iconic" they are. It's never a good icon to begin with because it's an icon of lingering struggle after independence. We just didn't have a choice because everyone has been using them all our lives. But now, hopefully this modernization becomes successful.
    The only people who are very much into preserving the jeepneys are the self-centered jeepney drivers, operators and their families because of course it is their livelihood. They're afraid that their income would be cut because they will become more regulated and monitored. And I daresay, that they are self-centered because they worry more about how much they will lose in income than they do about the public's health and safety.

    kawawang pinoy, hindi makapobre ang gobyerno. kung makagaganda ang pagbabago, hindi mamasamain. pero san nman kasi kukuha ng 2.5 million. Kahit nga pabahay na 1M lang mabigat sa budget monthly, nasa BPO pa ako at maganda ang kita. Pano ang mga driver lang, may edad pa tapos hindi nman tumatagal china made bus. Ung sa bulacan, puro sira sira na at di na gumagana mga aircon ng ejeep. ilang yrs palang ba? Bakit di piliin ung local made/manufacturer para makatipid kung gusto talaga ng pagbabago. Ung nasa laylayan, lalong iniiwan. binibitawan nlang walang ibang option kasi.

    I phase out na Yung jeep, napakadelikado pa, hindi secured ang mga pasahero, kahit sino sinong pumapasok, manlilimos/holdaper/laglag Barya gang/nanghihingi ng aboloy sa patay at Kung ano ano pa, tapos karamihan na jeepney driver balasubas magpatakbo ng jeep, tapos Yung usok ng jeep hindi eco friendly Kaya palitan na Lahat ng makabagong e-bus kasi aircon at komportable pang sakyan at may cctv pa for security.

      What are you saying maybe is the gross revenue but not the net income. In business what you earned is that you deduct from your gross revenue the operating and administrative expenses to get your net income before financial charges. After deducting your financial charges such as monthly amortization and interest then that is your net income.
      Today, what you are promoting is impossible with the high cost of fuel, high inflation which means it costs more pesos to purchase the replacement of mechanical and electrical parts, and also the labor rendered on the unit needing repair. Under present situation, it is something that you will find hard to succeed or result in the way you want
      The reality is that you are presenting something you think as something better than it really is. However, it doesn't make sense financially.
