Excellent project, only one point that made me curious is that the LM7805 is not recommended to receive this 30v voltage directly at the input, according to the datasheet
Actually in Texas Instruments and CTIL datasheets, the absolute maximum has been specified as 35V. So, 30V sits well below this value, but with such a large input voltage, main concern would be heat dissipation.
Well answered by @Levent SALT , actually here lm317 is only controlling voltage and MJE2955 is controlling current and also acts as current booster as lm317 can only provide 1.5A max, so MJE2955 will dissipate heat and needs good heatsink.

The metal cased MJ2955 (no "E") has identical electrical characteristics and a maximum junction temperature of 200°C. This allows the use of a smaller (ie higher thermal resistance) heatsink. In this case the maximum thermal resistance can be around 3.8°C/W. The same principal applies here: you can save some heatsink size if you omit the insulating washer. Lm317 can't give full 1.5 A even if datasheet says as when difference between input & output voltage increases multiplied by 1.5 A, the power dissipation will also increase so it can't dissipate more heat. It's only possible to draw 1.5 A if input voltage is reduced to lower voltage say 12 Volt so in that case at lowest output voltage the difference will be lower so the power dissipation. But if we need to make power supply upto 18 volt, we can draw maximum 1 A, so how we can make the Transistor conduct in that case?
You need a switched AC transformer or a pre-tracking buck regulator for that, a lot more complicated. Also 70V is a lot, it be harder to find components which can span that entire range. Why do you want 70V?

Also if you're talking about pdf layout, there is copper front & back design that is only used to print diy pcb. Other layers is for professional fabrication. Just use copper front & back. And follow the silkscreen layer with schematics to place components at their right place

It's simple. Just replace the volt meter for a volt & amp meter.

It is called transistor or heatsink insulator pads, also you need M8 Nylon step washer for screws

That is mistake, the value of 40 ohms 1-2w is correct
