Paper Mario TTYD (Switch) | Chapter 2 - Puni AI | FPS Issue

Some people (mostly people playing on emulator xD) are reporting this issue and are blaming the 60FPS mod when the issue occurs even without any mod on and at 30FPS on Switch (not emulation).
This is a video demonstrating how this problem occurs and how it can be verified.
To do this, I force the bug several times.
