I have asked people without drivers license, fake drivers license and fixer(legit drivers license. usually the reason they give on why they dont want to apply at LTO are medical test, possible drug addicts, ignorant about the process and lazy to apply. For me, once you know how the process will take, it is very easy to get a drivers license.

I agree that it's so easy to obtain a driver's license even through the legal process, you only have to commit some of your time; they spent 7-10k with the help of a fixer and ended up with a fake license, whereas I spent less than 4k and it's even uploaded on the LTMS.
