You need to pay 40% to be eligible. The balance payments are ongoing + at the end of the project. You can find a payment plan where you pay 70% during construction and 30% upon completion. Payment plans differ though.
there is also if you get 30k dirham /month salary for 6 months you can apply.. this is the best and cheapest route

You can buy using crypto with no problem. You will pay 1-2% fee to the developer/agency for converting USDT to AED. But it's easy and straightforward in general.

If I have residency in uae and want to withdraw my funds in uae bank from adsense but I pay my taxes in Pakistan and adsense has tax treaty with Pakistan with 0% tax but when making new adsense account with uae address for residency and Pakistani tax details it is not approving the account as it wants both address to be same.

Lets see I have residency in uae and I open new adsense account from uae so I can withdraw to uae bank but I pay my taxes in Pakistan and adsense has tax treaty with Pakistan with 0% but when I add Pakistani address in tax info it doesn't approve as it asks payment address and tax address to be same.

that is not the easiest way. plus you are stuck to the property, will not be able to sell without cancelling visa. the easiest through bank deposit.
