You own a Toyota. They a literally designed to be easily repaired by the owner. Quit taking it to the dealer. They are the Japanese equivalent of the Volkswagen Bug.
I plan to try this tonight. Local Toyota thieves offered to fix it, after waiting four hours for a diagnosis, for only $2100.

BEFORE YOU DO THIS, KEEP THIS IN MIND: When you release the left cable connected to the headrest (0:59), the headrest will remain folded down (not snapped up) to make the seat unusable for passengers. One temporary solution is to use some kind of strap (or use the third-row middle passenger seat belt shoulder strap) to pull and secure the headrest in an upright position to make the seat usable for passengers.

This worked perfectly. But now, my right rear seat handle is broken too, and this time, both plastic pieces (0:50) holding both wires in place are broken. :-(
Anyhow, I found a plastic zip tie that was inserted and used to help secure the two cables (also visible in your video) - maybe to prevent them from slipping into and getting lost inside the seat panel/crevice? I’m thinking that maybe I can place the zip tie directly over and seated snuggly into the groove of the white plastic knobs (see image of knob at 1:39) and then tighten the zip tie to hold the cable securely in place. I mighty have to try different zip ties with that are thinner or thicker to make sure the tie seats snuggly into the pin’s groove. I’ll give it a try to see if it works!

I tried doing this. When I tried to route the right wire underneath the brace, I lost it somewhere in the sear cavity, and could not fish it out. Just be careful when you reroute this wire that you don't loose like I did
Did u ever find missing cable of one side?
Cuz when i open the handle, only one side wire attached to handle, never seen Second side wire...
I fished around with a coat hanger wire and pulled up a wire, but could not easily pull up the loose end. So, I thought I didn't have the correct one, so, I decided not to continue, thinking I might do damage somehow, and have a worst situation. Bottom line, I let my mechanic fix it. Discounting the price of the part, he charged me about $80. Eventually, I was going to get it properly fixed, so I was ok with that. Hope this helps.
