I can vouch for this. I had a similar experience when my DIP package PIC18F4550 (5V part) was fed 15V. No flames, but there was a quick pop and sizzle. What was left was a hole at the center of the IC package where i had a clear view of the silicon.
Mine was pic16f877a I feed it with 12 v I thought I put regulators but I burnt with 3 more components it was around 12 $ , and I created fire hole instead
Why are all the pins soldered together? I would like to see when it's only applied to actual power pins where there might be some protection built in. Might just go and test it myself with one of the 100 pics i have lying around

Just needs a quick reprogramming and it'll be fine.
