Most western european countries have a lot of migrants. Here in the Netherlands more than half of the population of big cities like the Hague, Rotterdam and Amsterdam are migrants. In the whole of Belgium, only 66% of the people are fully Belgian. So yes, Stockholm is more Swedish than a lot of other European cities have citizens with their roots from the country the city is located in.
