From personal observation (both my experience and other couples that i've seen); if the girl initiates the 'break' then the relationship is definitely over. Without fail, it's a chance for the girl to sleep around and not have the guilt of 'affecting the relationship' hanging over them. 9 times out of 10, they come back 'conveniently' pregnant. Effectively killed my desire to raise a family.
