How Deep Are Sprinkler Pipes Underground

Sprinkler pipes are typically buried deeper in colder climates and shallower in warmer climates but there is a minimum depth they should sit underground...and certain types of pop-up sprinklers should use a pipe trench depth that is even deeper than 12 inches. I think I already know the answer to this question but I'll ask it anyway. We bought a house on a .25 acre lot, irrigation in the front and backyard. The lines are buried shockingly shallow. I think the deepest one we've seen is 3 or 4 inches. I dug one out today that's closer to 2 or 3 inches. Aside from completely digging out the entire irrigation system and redoing it, is there a cheaper/faster/smarter way to handle this? Needless to say our lawn isn't being watered efficiently.
