      yeah exactly. robbing people of their savings to fulfil the pocket of corporate masters. moreover, there are still much older cars in use in the police department. we can see jeeps that are at least 20-30 years old. So those vehicles are permissible, but ours aint.. waaaah.. RIP logic

    Imagine if this rule gets applied throughout the country then, 1. why would car manufacturers build superior quality vehicles when they're bound to be discarded in 10/15 years? 2. Why would the owners spend time money and effort in maintaining that vehicle? 3. All those millions of vehicles will have to be replaced by new ones. All this would lead to much more pollution. IMO this rule is self defeating, unethical and simply puts the onus on the people while govt.s happily go about their business of collecting taxes and doing nothing.

      Buy EVs. Simple.
      This limitation is only on ICE vehicles, EVs don't have this limitation. And EVs have to hold additional weight of the batteries, so low build quality will not support the additional weight. So, all the issues that you stated is only for ICE vehicles.

      @@pviveknair oh yeah, “buy EVs”. Do you even know how complicated and expensive recycling batteries can become? It is far easier and cheaper to scrap an ICE car and build a new one, rather than scrap a lithium ion battery for an EV.
      Also, lithium ion batteries last for the best part of 10 years at maximum before they need to be replaced (you can’t beat physics and chemistry with software), which means an EV Battery would be scrapped even earlier than an ICE car. So congratulations, the newer system of EVs scraps batteries faster than the old systems, and car companies milk more money out of us with absurd prices for the battery packs.

      Maharashtra Lavasa City Failed because of our Choosen Corrupt Government
      But according to our rising Population we need more

      Yeah I Understand about People's Issue there attachment with vehicle but we don't have much options.

      ​@@Priyaykanth_PBut is this really helping? How much does 10 years old car contribute to pollution compared to a new car? For example, the Japanese cars are engineered to run forever! So, scrapping a 10 year Toyota is pure foolishness. It runs like new! They should do a emission test before doing such things. And periodic car maintenance should be enforced to tackle this. Forcefully scrapping cars will make the situation worse. World is now realising that EV is not the answer. So, Ford, Chevvy these companies are pivoting to hybrid from EV. Same thing applies to India as well. EV is also not a clean energy. And due to the excessive amount of tax, Indians can't affort hybrids as well. Situation is messed up. CNG is a good alternative which should be explored more.

      If there is no pollution difference betweem BS6 and BS4 then why even bother to introduce new emission norms? Are you seriously saying that manufacturers who spent billions on engine and exhaust R&D are fools and didn't achieve anything?

      Just like exam syllabus keep changing with times, emission norms also keep changing. A 1980 LC70 will not meet 2020 emission norms but a 2020 LC70 will. Even if it still works same as day 1, that much is not enough for today's rules. If the rules allowed 200gCO2 per km back in 80s theyre like half of that in 2020. You just can't meet the new tech with old.

      The moment car warranty is over, people start going to shady garages for service instead of service centre to save few bucks, but it eventually leads to car deteriorating.

      Tesla sales are at all time high, why only legacy EVs are failing? Ever thought? Try browsing r/electricvehicles or r/tesla on reddit instead of biased news outlets. Hear from consumers not from twisted interpretations of news presenters

      EV = 60% fossil 40% renewable electricity
      ICE = oil extraction refining and transport
      EV = metal extraction refining and production

      people move away from cng because most options are only available in manual, have no boot space at all, and have lethargic performance. nobody wants 0-40 in 4-5 business days

      But you can not defend a policy that was always stated to increase new car sales and only as a side effect slightly helps pollution, to not be working at reducing pollution.
      In the exact words of MoT - The policy aims to phase out the vehicles which are more than 15-20 years old and to encourage purchase of new ones.
      It is high time you also start questioning the people you brought to power for the last decade. Instead of blaming what ever BS governments pulled before we were even born.

    This Scrap model of government is exactly not to tackle pollution. It’s more to collect taxes and keeping the economy running. People will buy more cars and government will be able to collect more taxes and cash flow will increase in the market.
    Government can do lot of other things to stop pollution but they’ll not because other measure will not contribute to economy.

    Thank you for this! Scrapping a car after 10/15 years means owners won’t spend the time or money to maintain them, meaning more pollution while they’re on the road.
    After scrapping, the car needs to be replaced by a new one whose production adds to greenhouse gases.
    Instead of these rules, make it easier to keep existing cars on the road. Nobody needs useless new gimmicky features.
    My car from 2005 is still much better for the environment than anything these stupid policies can achieve.

      I agree with you. My car 10 years old has a mileage of hardly 20k so far. It drives like new car and feels new too.
      Doing an emission test should be mandatory before scraping any car. Some cars are just more well maintained.

    The government is charging a huge tax on the vehicle, which is higher than many advanced counties. Then forcing to scrap good condition Vehicle. The vehicle is no more a luxury item, many people buy it with their hard earned money. This scrapping policy is not justified for middle class Indians.

    I completely agree with the content in this video. The residents of Delhi NCR have to suffer every year due to crop burning when the Air Quality drops by huge margins on a day to day basis. Instead of tackling this problem, the government and the NGT punishes the very residents of Delhi NCR by not allowing their BS4 diesel vehicles to ply on the roads. The classic mentality is lets just put all the onus on the tax paying middle class living in the cities because they barely constitute as a solid vote bank. No political party would dare accuse the mass perpetrators and risk losing their support.

    This reminds me of the time when govt suddenly dediced to tax F1 Races under entertainment tax. This move virtually stopped all the progess India made in F1 history and ceased all the future prospects. With this scrapping rule govt knowingly/unknowingly is doing the same thing with the ownership of legacy cars. So sad to see such lack of foresightedness on the part of govt/lawmakers

    These laws are made at the behest of automobile companies to force people to change their cars even if they are in good condition.
    In the past, cars were passed from one generation to another.
    What about vintage cars, should they all be scrapped because they are more than 15 years old?
    As long as cars are within the pollution emission norms, why should they be scrapped?

    In 2019, we had to sell our Santro because of 15 year rule, it was a heartbreaking moment because it was not only our first family car, but also the moments and journeys we had lived through it. By the end of this year, our second hand i10 will also complete 15 year period, we rarely drive it once in a month, even though it runs like butter at this point, we will have to scrap it by mid of this year and book a new car. It just puts a huge financial burden. We could use the same money for some sort of investment but we will end up paying EMIs. Automobile companies are the biggest benefactors of this policy and I am pretty sure that they must have lobbied this policy and pushed it on our throats. People of Delhi and NCR are so unfortunate that not only we have to breathe bad air, but we can't even keep our vehicles with ourselves. Every year, the prices of cars has only been hiking, forget about electric vehicles, even a base model swift costs 7 lac on road these days with no safety or amenities.

      Why do you guys don't complain? Ask the government to provide data on how scrapping a 15 year old car with pollution certificate and buying a new car is more environment friendly than using the same old car for an additional 5 years.
      Governments are to serve the public, not the other way around.

      Let the government ban only the public transport vehicles, government officials vehicles and trucks and scrap policy on passenger car has to made for 20yr old cars based on the pollution certificate. This will be a fair idea rather than forcibly making the owner scrap their cars. Also government should give 50% subsidy for anyone buying an electric vehicle.

    This is really absurd. This law must be challenged in court. Totally unfortunate that government only thinks about big corporates and not public who ends up paying 30% direct tax, tax on purchases of items like apartment, car and even insurance. It's high time government should relook at its policies or else someday will come where many people will leave India and settle in some other friendly country. I love my India but it's really the policies that is making us loosing money like anything and feels like we are working for our government and not for ourselves and families.

    My father had to get rid of his beautiful small Alto just because it was getting closer to 15 years even though he drives very selectively and had less that 20K kms.     I had to sell my Skoda Octavia (model 2004) in 2014 when this rule was enforced. It was in very good condition and I still love that car. It's a very bad and harsh rule. Good diesel cars are fuel efficient, powerful and very sturdy to drive but are becoming extinct and the new refined engines do not pollute much either 😢 Stubble burning which is responsible for such big pollution is not stopped or even fined.
    Very absurd rule.
    And also please make a video on what impact the EV's discarded batteries have on pollution.

    You are 100% correct. Emission n age of car/byke is irrelevant to scrap without owner permission. Is India Democratic country or Dictatorial country. My car 20 years old Santro xing (56000km) I am 66 year old n i cannot ride byke n not efford to buy a new car. I have paid Rs. 18000 for 5Years RC Reregistration and Rs.4500/-(1year 3rd party) paid for Insurance at AP. Insurance not accepted comprehensive policy after 15 year old cars.
    I condemn the Govt. Act of scraping old cars/Bykes are unfair. As you mentioned the car manucrurers of Petrol/D vehicles shut down their factories how many people become unemployed. Factory employees, dealer , work shop, spareparts, mechanics croresof people became unemployes rather pollution effect the Government face unemployment problem.

    As an Advocate, I suggest, Traffic Police should be provided with the hand held devices to measure the pollution limits of vehicles on the road and if they exceed pollution limits then only the vehicle should be seized. 6 Months pollution certificate is kind of useless, most autos are roaming with black smoke.

      @@blackbiker3718 Till now there was no economy of scales to make lithium disposal profitable. But soon this will come into place. You do understand that the efficiency of these coal plants are still more than the efficiency of all the ICE engines. They can be optimized unlike engines, so how is it worse than petroleum?
      Also, there is no way to reduce pollution if people continue to use ICE vehicles. But there is an opportunity for customers to setup solar plants to charge their EVs wherever possible and save cost & environment.

      Dude any basic calculation hints the paralli from Punjab easily produce more than 116100000tonns of pollutants in air, within 2months while they are burned, that is 5X more than what's produced by all vehicles in India combined (based on total petroleum consumed by India).
      It's not blame game, it's an absolute fact.
      Just that when entire state is full of criminals, can not call them criminals.
      And reduction in 4% pollution is a lot for Delhi. All old cars not only burn more fuel due to poor efficiency, but they all cause traffic congestion and they increase chances of accidents.

    I have a perfectly maintained 2008 Honda Civic and its pollution is well within the prescribed norm as per the pollution check report.
    The car is just absolutely perfect and to be very honest, a significantly better place to be compared to the present cars in the 10-15 l range in the build quality, comfort and obviously performance.
    It is absolutely criminal how a perfectly good car like this would have been forcefully picked up and scraped in the NCR region. The 15 year rule is a complete farce and I hope that it does not make its way all over the nation.
    Implementing the scrap policy based on the pollution check would be far better idea.
    We also have to consider how a new car would also have a initial pollution debt that is required to build it and then assuming it is more eco friendly than the old car, it pays off that debt over time and in some cases, it would not be able to do that, or make minimal gains. At the end of the day, it would be a major loss for the consumer. We need to remember that Reusing in one very important aspect of going green, along with Reduce and Recycle.
    I hope there is some sort of pushback against this poorly thought rule.

    I'm really fed up with the laws! To escape this rule the only thing i could do is to replace the engine with a new one. My car is 9 years old as of 2024, and hyundai still makes the engine in bs6. I'll just swap it ngl. I live in Chandigarh, but my car is registered in Delhi. Agar ye trick na chsli to anyway i'm moving to the US. And somehow i will take my car with me. Uda is greater than India. In everything for me. Government se khudki gaadi scrap hoti nhi.     This rule is to increase Govt revenue as after tobacco and alcohol, Car is most taxed product in India. But it is interesting how after paying such high taxes the quality of road isn't improving (not talking about highways as we're already paying toll for it)

    If so many vehicles are scrapped to curb pollution, what about the scrap, wouldn't that be another form of pollution to deal with. Besides, who said that an old well maintained vehicle emits more pollution than a new vehicle. Especially if it is CNG, it is pollution free. The government needs educated minds to take these kind of decisions eventually the public suffers losses.

      From my opinion this is done by government to limit people owning vehicle for their life time and it has little or no relation with pollution.Basically you can't drive a car not more than 10-15 years on road.

    What also confuses and angers me is that these affected car owners are not protesting en masse against this clearly non-working rule. Then they themselves complain about the "chalta hai" attitude in our country, and that life here can only be lived under dictatorial government policies. What is stopping these people from peacefully protesting and getting this stupid rule revoked?

    I have multiple points to state on that
    1. If they are limiting the age of the car then why are they still asking for PUC? If a car has a predetermined age then why is the consumer harassed over PUC?
    2. If it's just about the car then the government could at least give free registration on the new car as the consumer is supporting the cause, then the government must also play its part.

    He is absolutely right. Ban should be on the basis of emission. There are people who don't take care of regular car maintenance, service and drive rashly and their car start emitting pollution within 2-3 years of purchase.

    So in brief, you pay heavy taxes on purchasing car, then taxes on operating and using it(toll taxes and fuel taxes), then technically you would be paying half your amount on gst and indirect taxes as a car owning middle class citizen... And then you might expect your govt to control taxes, pollution, stubble burning, proper roads and Streets with wide running space, dependant population control and proper City planning but rather, your govt just steals your 15 year old car with 20 year old towing truck which might be older than MATER😢

    Very relevant video. I think you covered most of the points. One more thing I want to add is that making a new car also add to carbon emissions. So just scrapping an old car and replacing with new one, doesn't mean you reduced pollution. Equivalent or probably even higher amount might be getting added for making a new car.

      Jokes apart, The point here was that those who are rushing for EVs are failing to realise that India still doesn't have major lithium mining or battery production capabilities. The most of those batteries are coming directly from China. So it is hard to figure out 'How much' pollution all that infra will be causing. Also, the toxic garbage created by old batteries is another problem we will have to deal with. By the time India builds all this infra within the country it will become clearer if the EVs make any major difference to the pollution levels or not.

      @@itsvarung If we consider the grid usage in charging, the 100% coal scenario (worst case), the avg grid emissions as of 2020 was 614gCO2/kWh or 0.614gCO2/Wh. (Figures taken from page 5 graph of this pdf : theicct.org/wp-content/uploads/2021/06/EV-emissions-impacts-India-apr2021-01.pdf)
      An EV like Nexon can get efficiency of 120Wh/km
      An EV like Tiago can get even better at 100Wh/km
      By this calculation, a 100% coal powered Nexon EV has a running emission of 74gCO2/km.
      For Tiago EV it’s 62gCO2/km.
      For reference, you can check emissions of common Maruti cars, cars which are known for “kitna deti hai”. As rule of thumb, more mileage = less emissions

      All Maruti cars except baleno SHVS are above 100gCO2/km. Baleno makes the cut barely at 99.6gCO2/km.

      Now adding 47g from shipping ie 968g.

      Net “emission backlog” = 387g/L (40% of 968)
      When adjusted for mileage, the oil supply chain will be 19.4gCO2/km for Tiago (387/20)
      For a Tiago driven at 20kmpl for 1,60,000km, the emissions just from fuel supply chain (before being burnt) itself is 3096kgCO2 (3.1tons) before being filled in the tank itself.

      Battery production produces about 100kgCO2/kWh but the main point here is that this is a recyclable entity. An equivalent Tiago EV will cause 2.4 tons of CO2 emission for battery but the emission would be 3.1 tons for ICE during same use period, which is way higher than EV battery. Due to the oil extraction, refining and transport emissions.
      The breakeven can be calculated very simply through the intersection point of linear equations.

      First equation (2.4t for battery one time and 37g every km in current scenario)
      Second equation (2.4t for the battery and 61g every km when 100% coal)

      I’m using baleno SHVS tailpipe as reference for Tiago so it should be fair enough.
      All in all, the breakeven for Tiago is barely 30K km in current scenario (60%coal) and 40K km for worst case (100% coal) scenario

    It’s a criminal act, really. I sold my about to be 10 year old Renault Duster at rs1.8 lac on Cars24. It was in mint condition. Hardly driven for 80k kms. Not a single dent, original paint, and was driving as it was when it left the showroom. I had taken delivery of the car on my daughter’s first birthday. I had tears in my eyes when the car was taken away by the dealer’s rep. My daughter learnt about it later in the day and was so sad that she didn’t have dinner and quietly wept.

    😮Wow.. Govt. is towing diesel vehicles that are past 10 years.. but what about vehicles used for towing?🤔 Does the 10 15 year rule not apply to them? Towing trucks, buses, govt vehicles etc?? 10 15 year rule is just a joke for us normal people 😂😂

    There are many vehicles on road which are within their age limit but make more pollution, in most cases these are commercial vehicles
    On the contrary, due to this rule, people will be forced to buy more and in turn it will increase more carbon footprint.
    Most of politicians, who make rules neither have proper education nor much intellect, and they make such rules

    Had bought a 1960 model ambassador car in 1977. In West Bengal.
    Was with us till 1993.
    Sold the car for 33K.
    Now this same car, with a jharkhand registration, is at Asansol, taxi stand.
    How it's possible?
    In india , everything is possible!!!!!!!!!!
    Car in excellent condition, as long it was under my control.

    Thank you for talking about this topic. I recently had to sell my 9 year old diesel vehicle. With 85k km on the odometer. It was in perfect running condition.
    It was absolutely illogical because-
    1. Car was in perfect condition and was not polluting.
    2. We had to spend money on buying a new car.
    3. And there was no reduction in overall levels of pollution in the city.
    Absolute waste!!

      I know a uncle who kept his VW vento like a small kid, even in 10 years it looks like brand new not even a single scratch, he was asking me can he extend it to another 5 years or not. I can't explain his emotion in the words. plus he is a senior citizen ( not earning), I am sure he can't afford another VW, which almost comes in 15 lakhs.

    What about companies who make cars bring new engines for older/ sentimental cars.
    Depending upon car type like Sedan, Hatchback, SUV, MPV.
    The thing is only engines emit gas and cause pollution not the chassis.
    Chassis contains metal and other electronic components that can be reused.
    In US people upgrade engines to older cars.
    Why not in India.
    Engine is everything for a vehicle.

    Very well explained issue and yes the vehicle should be scrapped based on tail pipe emission rather than age factor. I think the customer of old vehicles in NCR should be given a choice to convert their cars to CNG if the customer still wants to keep his/her vehicle. I have seen a lot of customers are already practicing this method both for petrol & diesel.

      just last few months during chennai flood there was huge oil spill
      and thats the accidents, 40% of all the global ship fleet transports just oil and its derivatives, oil refining uses lots of energy (and cobalt as catalyst) for fractional distillation of crude
      and to transport to again from refinery to pumps with thousands of trucks and trains

    Why can't the government reroute the entire public transport sector including cabs and rentals to electric? In many Indian states government busses are well over 15-20 years old but are still plying on road. Why can't the government scrap their ICE cars and use electric instead? MPs MLAs and ministers move around with 20-25 cars convoy. Why aren't we calling that out? Government is not checking on the massive stubble burning during the winters. Common people are easy target for government to show how much they are working to protect the environment and create a shiny prospectus to contest election.
