Why is there an associated lease length on a share of freehold?

I do have a quick question. We live in a big old Victorian property. We have 1 FREEHOLDER and 3 LEASEHOLDERS. Worth mentioning we are all friends. The FREEHOLDER has indicated that it would be a better idea for us all if it was changed to a SHARED FREEHOLD. My question is regarding the percentages, as the FREEHOLDER owns a considerable chunk of the overall property, the breakdown is FREEHOLDER : 65%, LEASEHOLDER 1 : 15%, LEASEHOLDER 2 : 12.5% and LEASEHOLDER 3 : 7.5%. How would we best split this up with regards to the shares in the company, and the breakdown of costs should repairs be needed..?
