I'm reminded of a time when a black coworker bought a new house, had a housewarming and invited all of our co-workers. The house was in a very nice residential neighborhood. 1. Harassment is a crime that the state would prosecute, not something a citizen can sue for. And in most states the language of the law contains the word, "repeated." They're certainly not going to prosecute somebody that annoyed you once.
2. 911 abuse is also a crime that the state would prosecute, not something a citizen can sue for. And a state isn't going to prosecute that unless it's an obvious, intentional abuse like prank calling it over and over or something. And we don't even know that she didn't dial the regular police number anyway.
