The scrap vendor who sold this to you have a scrap license first of all, next the scrap vendor cant sell this, he is licensed to do scrap not for reusing. No local scrap vendor will get an LPG cylinder just like that. For that purpose there requires another approval. If you ask me, arent others do such, might be but that doesnt stand in legal point of view. You may check with the Sales officers or EHS officers of any of the LPG companies.
