Jet streams can be used to infiltrate sovereign countries airspaces with a simple balloon. Entering sovereign airspace above is a violation under international conventions. It is what it is.

In my youth or as a young man I worked in the arrow industry a piece of equipment the size of a small car does not hold enough helium to get to 40 + 1,000 ft what's going on there

The “weather balloon” reported a week ago that Biden didn’t shoot down until it flew across the entire country, was reported to be the size of 1 to 2 full size busses. These aren’t just little balloons like you’d get at a kid’s birthday party. It’s not helium……they are outfitted with solar panels, small motors (powered by the solar panels, controlled remotely) and have cameras to take images and videos and computer panels to transmit the data. These are not just multiple Chinese “weather balloons” that “veered off course” and just happen to fly over military installations and missile silos and such…

They mentioned NORAD like 15 times in this video, it's not that complicated.
Norad was ordered to shoot it down by Trudeau. Norad has multiple aircraft from both nations as well as combined resources and commanders from both nations to jointly conduct the mission. They scramble appropriate aircraft from one or both nations and the one with the best prospect of exercising a successful hit take the shot, likely while defended by the others. Maybe the object was closer to the f22s in Alaska than the f18s in cold lake, Alberta, or one aircraft had a better missile lock with their Aim9x missle which dictated whose shot accomplished the mission.
