It's actually surprisingly easy to win the Winter War as Russia. Just stack your 10 light tank divisions, 6 mountaineer volunteers that are back home from the Spanish Civil War, and have one army of "regulars" to hold the border. Put the mountaineers and tanks down by Leningrad, draw a line, set them to aggressive, give them a wing of fighters and tac bombers, and then press the arrow to win.

The joke is about the absolutely tenacious Finnish defense in real life, and how Soviets didn't appreciate the Finns and their use of camouflage to ambush and bring great harm to Soviet efforts. So, to the Soviets in HOI4 (according to the video) they don't see any Finnish divisions because they're so well camouflaged. Meanwhile, the Finnish just see the usual Soviet divisions sitting in their camps and whatnot waiting on the order to attack Finland, which is why it looks "normal" for the Finnish and not like an empty border.
