Your explanation was misleading, so apparently we MUST HAVE one of these 3 criteria :
Those entering Canada as part of trade treaties, such as the Canada-United States-Mexico Agreement (CUSMA) or the Comprehensive Economic Trade Agreement (CETA).
Those entering Canada on an open work permit.
Those entering Canada as intra-company transferees.
Otherwise we can't benefit from this new change, even if we have a job offer, the LMIA still applies on us

Like when I find any job on Jobbank site, at the end of the job it's written
"Who can apply to this job?
Only apply to this job if:
You are a Canadian citizen or a permanent resident of Canada.
You have a valid Canadian work permit.
If you are not authorized to work in Canada, do not apply. The employer will not respond to your application."
Could you please tell me should I apply or not for that job even If the employer has approved LMIA???

Certain jobs are available only for citizens, PRs as it would require high level security clearance.. some jobs are available for those who have an open work permit.. unfortunately foreign applicants will be given the last preference..
