You should've still shown it being tested :(, try soldering the capacitors back on btw, use an identical CPU to fix this one. Or maybe hire someone like NorthridgeFix to fix it, to see if it's just the bottom components that failed or something else internal in the CPU did

You can't solder them back. The Solder-Pads are also corroded away. And you can't fix that.

NO. I was expecting CPU trees.
It would still run, just not under load. Someone else removed them on purpose and that is the result. The capacitors are needed in case the CPU needs a lot of energy very fast, since the power controller will take longer to react.
My heart sank when the capacitors fell off
