I have a 1996 that had the same problem. The original tritium lume was dead. I paid Rolex $500 to replace with a new service dial and I regret it. The service dial barely lumes at all. I guess they are all new old stock
This Sea-Dweller is the nicest watch Rolex ever made. It was the same size as a Submariner - just a hair thicker from crystal to caseback - yet it was vastly more waterproof. The crystal was flat and the dial was glossy. The hour markers were smaller and understated (as opposed the the gaudy “maxi-dial” Rolex adopted later). The bezel didn’t have all the individual minute markers that makes dive watches look too busy. And it lacked the silly cyclops lens. This watch epitomized both engineering prowess and conservative styling. The new 43mm SeaDweller is the same watch that they made oversized for no reason. Form followed style, and not function.
Every now and then I'm tempted, as I can't yet bring myself to spend $12k on its successor. But I know I have to hold out for the non-jangly 116600 or I'll regret it.

I just got a 16600 from 1995 and the lume is dead on that too, is that because of the patina?

It’s a classic. It’s not always about the quality. You can say the same about the paul Newman Daytona which is terrible quality for half a million.
