I get your point about ownership and design of the Death Star however it is reminiscent of real world empires/dictators who have scientists and engineers designing their weapons of mass destruction. Palpatine and Vader aren't scientists or engineers. So Palpatine may have had the idea but it still is on the Project Leader to run and create said idea. Palpatine just created an empire and needs to run and keep it secure. He isn't going to be over their shoulders running the project and Vader was still hunting Jedi at this point and putting down planets not conforming to the Empire.

I don’t like the idea of Darth Vader being involved in constructing the Death Star because it would contradict his comment in A New Hope, advising the staff not to be so proud of this terror they’ve constructed. It’s inferior to the Force.

Regarding your trivia... Um, actually... You refer to The Huntsman as a spin-off of a Disney movie. It's a spin-off of Snow White and the Huntsman, yes. But that is a Universal release, not Disney.
