they are. Since visitors can't upload anything they only can have public avatars. The simple ones are ok, but if it is too good looking it is a very poor (reduces FPS), and/or often has bad shader-FX, or is cloned from other account which might indicate a crasher-account.
But if i see a visitor in a club (friend+) with a green-level-avi i try to talk to, cause such people did something right to get in. If he/she is ok they can be friended.

I haven't been on VRchat very long. However, I am getting a "blue checkmark of twitter" kinda vibe. It takes forever to get it (if you even can). Once you do, it doesn't really allot you much except bragging rights and an ego booster (how long that lasts and how powerful is up to you). Then you are seen differently by the community just because you have something fancy tied to your name. If anything, people with the marks are resented more for having it than not, because they have the tendency to be such dickheads.

If their avatars are hidden, I don't have to worry about world override effects, noise, or being crashed randomly in public instances where they might appear. Because most Filipinos cant afford VR they may have felt overwhelemd even tho im very friendly and doesnt care about Ranks or if youre on Desktop. Worst case scenario, you'll just be awkwardly talking to an avatar you don't realize has you blocked for a little while. That's it. It's not like you're losing a valuable friendship or anything if someone wants to be entitled like that and block you. They're someone not socializing with anyways. It's always a bit of a double edged sword. On one hand I can totally understand, especially with griefers and the massive waves of little kids, it must get super annoying having to block/mute/get crashed sometimes very regularly on public worlds.
On the other hand it hampers newer players who are just genuine people trying out the game and encourages elitism.
I'm ranked user currently so it's a mixed bag weather people wanna talk or not, but if I get blocked for just existing I feel I'm better off not knowing that person anyways lol.
What's interesting is you get the same flack for being a quest user and to some extent desktop. Since quest users are associated with the enormous wave of screaming kids I certainly understand where its coming from but it's a shame none the less.
Now, I have a quest 2, I also have a pc and a fairly decent tracking setup, just so happens I use my quest as my hmd because it seems overkill to buy a second headset. I play vrc mostly in pcvr, but sometimes standalone on quest cause it's nice not being tethered to a wire, and desktop cause its less physical or my eyes need a break. (In pcvr, no one knows I'm wearing a quest)
I've experimented a bit, the diferent reactions I get in public based on if I'm playing quest standalone, desktop and full vr are also similar to those seen between low/high user rank.
So I go public lobbies as a quest standalone, you get a lot of flack from more trusted vr users, similar to how you do as a new user. Desktop too, but not as bad. Full vr/body tracking? Very few of these problems.
Its interesting to see how the exact same person is reacted to differently, sometimes by the exact same people. I've even gone in as a quest user, gotten flack, hopped onto my pcvr setup to an awkward "oh my bad" and suddenly people wanna talk lol (suffice to say, I didn't make friends with them in this case, but they helped prove my experiment).
I suppose the idea is if someone's invested that much, they probably take it more seriously or at least aren't gonna scream and grief, which is probably true to some extent but it's a shame how you get judged for it as a decent normal person.
I just don't buy into the attitude, and avoid people who do too heavily, eventually you get to know decent people (of which there are many) and have a friend group you can expand from there, but it's certainly harsh on decent folk who are just starting up, especially if you're both new and on a quest. Believe me, I tried that at first and it's quite difficult to start with and being fairly shy on top didn't help. Jumping in on pcvr helped a LOT in the beginning. Again, I think its a shame it's like that, but it's true to some extent.
Just hop worlds til you find some cool people, chat and add them up, you'll get a good group going pretty fast - or find a discord community you click with.

What I honestly think of the rank is that it makes me proud being on this game for long enough that I made my own avatars, met alot of people and just overall had fun visiting worlds and being able to talk to other people. VRChat gave me some adventures so far and still is going to and I love playing the game, because it helps me manage my anxiety and become more talkative towards others. It also makes me comfortable to let other people know by seeing my rank that I'm not new here and it makes it easier for them to understand that I'm not just a troller or someone who wants to give out negative vibes.

For me (as a user), the worst people I meet are always trusted users. Visitors can be bad, but trolls are easily muted, hidden, and get bored quickly. It's the trusted users that think they are somehow better than you, and have the crashing avatars for if they don't like you. Obviously not all are bad, just as much as not all visitors and quest users are bad, but I generally have better luck with new users and users than anyone else.
Trusted users also seem to almost always have such horrifically optimised avatars. I've had it before that 1 dude alone dropped my frame rate by 20fps. I use custom safety settings with features turned down on trusted users specifically because of it. I usually point it out to people and ask them to consider something a bit better, but usually get responce of something like "lol, get a better PC". Bitch, I have a RTX 3090 and a 5GHz i9, if I'm having bad frame rate, there's a problem.

Edit : at 410 hours i got known user, and at this point, I understand why trusted users are so quick to block people, at some point you probably got a group of friends that don't have a life just like you, and u always hang out in private instances with them, and when u then get into a public instance, it just feels like a hell of uncontrollable chaos, and the risk of being crashed, aand of course the way to high amount of rec room squeakers that now also occur in vrchat

They think a random sequence of 0s and 1s means Person A (anyone below Known User) is a child with a garbage mic and a crasher avatar, and Person B (Known User and above) is the only other person that exists. In reality, I’ve seen far more crashers in the hands of Known and Trusted Users than anyone else, and a few have even tried to use them on me because I was a lower rank.
I’m a Known User now, and unfortunately, I’ve seen several players of the Visitor or New User ranks straight up avoid me (I’m a pretty friendly guy, even if I keep to myself most of the time). The only time I worried about the rank system was the day I installed VRChat and wanted to upload my own avatar, I dumped $10 into the game which guartentees you a single rank-up and then I was done and could upload avatars same day. I mostly forgot about it afterwards but at some point reached trusted pretty quick, like 200 hours in I think. Unfortunately, I had more than one situation where people asked how many hours I had put in, I'd say, idk, like 200 or 300. Then they would get upset at me and begin causing a scene and it was because I had trusted. Apparently, it used to take you well over a thousand hours to get trusted so it was greatly offensive that I got it in far less time they either blamed vrchat or blamed that fact I had VRChat plus even though VRChat plus only gives you 1 rankup, it's not like you can pay to get that rank. idk, i found the whole thing dumb, the rank system is crap and failed to achieve it's goal, trusted users can be just as untrusted as lower rank users, all it does is add elitism and extra problems. But I'm more aware of my rank because occasionally I'll run into people that throw drama over it.
