When I open a rig that I have bought, like a Tone Junkie, I find the amp is super quiet, even though the rig volume is turned way up and my master is up. Do you know how to increase the amp volume without increasing the gain?

If you using spdif then the master volume won’t do anything. It’ll be monitors only.
If regular cable then you can tweak the master volume on the Kemper but you need to balance with the input level on your audio interface.
I would just use your monitors volume on your audio interface.

Ahh. On the Kemper go to Output->Headphones Vol.
