The difference between software and cooking is that every dish isn't a unique thing with unknown ingredients of unknown cooking time. They don't have to rethink the recipe halfway through and customers aren't sampling during cooking and requiring new ingredients to be changed halfway through.

The book was published 45 years ago and project managers still believe they can add people to a late project to speed it up.
